Urban Regeneration Strategy

The Middlesbrough Urban Regeneration Strategy (URS) sets out the main aspirations for the physical regeneration of the town. It is a visionary document that identifies the key directions and priorities for future development.

The URS is presented under six themes:

  • competitive business infrastructure
  • revitalising the housing market
  • a 21st century retail/leisure centre
  • a regional centre for culture and education
  • connecting Middlesbrough and
  • creating a 21st centre environment

The URS also looks at how these themes come together in six areas of the town in which there is a major regeneration focus:

  • Greater Middlehaven
  • Cultural quarter
  • Linthorpe Road/University
  • Western Gateway
  • Stockton Middlesbrough Initiative (SMI) and
  • Greater Hemlington.
